The Made-in-China 2025 Strategic Plan poses new challenges to the training of multi-level applied talents. How to improve the quality of personnel training to meet the increasing social needs has become the top priority in the development of higher education. Because of the particularity of local universities, it is necessary to carry out research on improving the quality of application-oriented talents training in local universities. Based on the background of the Made-in-China 2025 Strategic Plan, taking Jilin university of chemical technology as an example, this paper intends to put forward the strategy of improving the quality of application-oriented talents training in local universities from four aspects, including specialty setting, classroom reform, experimental group and school-enterprise cooperation, and carry out practical research.

As an important basic course of chemistry, the class hours for Applied Chemistry majors has been continuously reduced under the premise of the educational reform which attaches great importance to the comprehensive improvement of students' application ability and comprehensive quality. At the same time, with the expansion of the connotation and extension of applied chemistry courses, the research on teaching content and methods of applied chemistry courses is necessary. The setting of the content, the reform of teaching methods applied chemistry related courses has been carried out in this research, and the effective and concrete teaching suggestions have been put forward. At the same time, importance has been attached to the construction of teaching group with the hope of achieving the ideal teaching effect.

Fermentation engineering experiment is the core experimental course of biopharmaceutical major, which is based on many theoretical courses. This paper takes the experimental teaching of biopharmaceutical specialty of Jilin Institute of Chemical Technology as the subject, and plans to carry out the reform and exploration of the teaching content, methods and assessment of fermentation engineering experiment. The results show that: teaching content is optimized, the applied curriculum system is established effectively, the teaching mode is adjusted and diversified teaching modes are established, the assessment mode is reformed effectively, and the students' comprehensive quality is evaluated objectively. The practice of fermentation engineering experimental teaching reform fits the teaching characteristics of the cradle of engineer's growth.

In view of the shortcomings of the application of modern information technology in the education of major engineering colleges and universities in China, this paper puts forward the practical methods of "multi-integration" curriculum system in higher education. Combining with the idea of outcome-oriented education, MOOC is introduced, and the traditional teaching content is divided into three levels: basic theory, knowledge extension and practical application. The teaching methods and means at each level are given, and the self-optimizing mode of curriculum system is put forward. At the same time, the general implementation steps of the "multi-integration" are given, which can be used for reference in the informationization reform of higher education and the construction of course of high quality.

As an innovative capital management tool, the official card settlement plays a vital role in making transparent spending on official business, preventing and controlling corruption, and establishing a modern fiscal budget system. To date, there are few researches on the official card settlement system based on the newly-built local universities. In view of the actual situation in the implementation of official card settlement, the common problems and unique weaknesses of official card settlement of the newly-built local universities with comparison of traditional prestigious universities were raised and analyzed in-depth. Finally, some sound settlement proposals and measures of the official card settlement for the local universities have been put forward with targeting at establishing rational official card settlement system.
