Abstract This study addresses the systemic construction challenges in the transition of higher vocational education to the undergraduate level. Based on industry development demands and the distinctive characteristics of vocational undergraduate education, it systematically explores key pathways, including curriculum system optimization, practical training platform development, industry-education collaborative cultivation mechanisms, and faculty capacity building. The findings demonstrate that advancing the systemic development of vocational undergraduate education not only significantly enhances the quality of high-skilled talent cultivation but also provides critical human resource support for high-quality industrial development.
