Abstract In order to promote the university talents, "The first resource", to serve the local economy effectively and help the enterprises with their high-quality development, a program named"100 doctoral experts into 100 enterprises" under the Party-Building leadership was carried out by Jilin Institute of Chemical Technology. It focuses on technological innovation and key scientific and technological research collaboration, centers around high-quality development strategy of Jilin province, aims to help construct a new industry framework of "464" and aims to cultivate new-quality productive force, which is supposed to unleash the innovation potential of the scientific and technological researchers, help enterprises to solve problems and find new path of innovation and development.
