Using the methods of literature and mathematical statistics, the behavior safety 2-4 model is used to study the behavior causes of 53 public skiing accidents and the model was built. The results are as follows: The reasons of personal behavior includes one-time behaviors and habitual behaviors. Among them, one-time unsafe behaviors which are the most frequent are that the skiers fail to keep a safe distance and the staff of the skiing resort fail to fulfill the duty of safety guarantee. The safety protective net of skiing resort is the most frequent unsafe material state that causes accidents. Failure of skiers to maintain a safe distance is the most common habitual behavior in accidents. The lack of safety management system is mainly manifested in the lack of safety operating procedures for staff in the skiing resort.
