双重预防机制在高校环境类实验室安全管理中的应用研究

摘要 

借鉴双重预防体系在其他行业中的应用经验,从风险分级管控和隐患排查治理两个方面来实现 高校环境类实验室管理体系的建设,在此基础上,进行风险分级管控4阶段的分析,确定风险清单及其 管控措施等,并绘制相应的安全风险图,形成风险分级管控运行机制。并根据隐患排查治理2阶段,结果补充,完善风险点及危险源信息,进而推进实验室管理纵深防御,关口前移,提高实验室管理水平。从而利用双重预防体系推进高校环境类实验室管理工作重心前移,以期改善高校环境类实验室管理现状,进一步有效预防高校实验室的安全事故提供参考意义。

Abstract: 

The construction of environmental laboratory management system in colleges and universities isrealized through the construction of risk hierarchical management and control and hidden danger screening andtreatment by referring to the application experience of the dual prevention system in other industries.On thisbasis,the four-stage analysis of risk hierarchical management and control is carried out to determine the risklist and its control measures,and the corresponding security risk map is drawn to form the operation mechanismof risk hierarchical management and control.In addition,according to the results of the second stage of hiddendanger investigation and management,the information of risk points and danger sources is supplemented andimproved,so as to promote the in-depth defense of laboratory management,moving forward of the entrance,andimprove the level of laboratory management.Thus,the dual prevention system is used to promote themanagement of environmental laboratories in colleges and universities and to arouse the administrator attentionso as to improve the management level of environmental laboratories,prevent safety accidents effectively,whichis supposed to provide reference for the prevention of accidents in college laboratories.
