Abstract Comprehensively and strictly governing the Party is a systematic project to purify the Party's internal atmosphere, enhance the Party members' Party spirit, and improve the combat capability of grassroots Party organizations. The construction of institutional execution capability is one of the necessary contents of improving the comprehensive strict governance system of the Party. It is the central element for promoting the implementation and evaluation of the system, maintaining the effectiveness of the system, and also the foundation for maintaining the vitality and effectiveness of the comprehensive strict governance system of the Party. Therefore, it is necessary to enhance the conscious self-discipline, sense of urgency and mission, and effectiveness of institutional implementation from three aspects: education, assessment, and top-level design improvement.
