Abstract Northeast China, as an important industrial base in China, has always been the focus of attention for its economic development and industrial restructuring. New productive force, as an advanced productive force that plays a leading role in innovation and helps to break away from traditional modes of economic growth, is of great significance for the revitalization and development of Northeast China. However, the development of new productive forces currently faces many challenges, and only by improving the legal system can a stable and reliable environment be provided for its development. Therefore, constructing and improving the legal system to ensure the development of new productive forces is of great significance for Northeast China to achieve leapfrog development.
