Abstract With the rapid development of economic society and the increasing numbers of colleges and universities, the diversity of demands for talents and the diversification of the students' purpose of learning, the classification management and development of higher education have become an important issue in the development of higher education. On the basis of analyzing the background of implementing the classified management of higher education in China, this paper makes a comparison and analysis of the classified management mode of foreign higher education, which is of great reference value for further research and practice of the classification management and practice of colleges and universities in China.
