Abstract: To effectively promote high-quality development in the "large-scale chemical industry," this study takes industrial safety as the baseline. It employs literature review and field research methods. The aim is to identify optimal strategies for promoting high-quality economic growth. These strategies include: economic balance strategies for industrial safety, circular strategies for operational management, and fundamental enhancement strategies for safety technology. Resource integration advantages are leveraged to amplify benefits across three dimensions: social, economic, and environmental values. Ultimately, ensuring safety in the large-scale chemical industry delivers significant benefits for high-quality economic development. These benefits are manifested as stable social and cultural values, robust industrial and economic development values and healthy, stable, and sustainable development values of ecological civilization.
