Abstract
Carter government didn’t devote to the development of the world's human rights business by Human Rights Diplomacy. Yet, it was regarded as a tool of foreign policy of USA. From the concept to the policy of human rights, Carter government established the principle of Human Rights Diplomacy hurriedly according to reality and brought Human Rights concept into foreign policy making and linked it up with foreign aid. Human Rights Diplomacy of Carter government was not successful, but it provides reference for human rights policy of the subsequent American government.
