The fundamental starting point of the construction and development of Local Application-oriented Universities under the background of the integration of industry and education is the reform of talent training mode. In order to realize this change, the first task should be to clarify the relationship and core of the construction of Local Application-oriented Universities, specialty construction and talent training on the basis of the value logic of the construction of high-level application-oriented universities. However, there are still some problems in the reform of talent training concept in application-oriented universities, such as one-sided thinking orientation, high degree of discrete conflict between internal and external relations of application-oriented talent training and education, and constantly changing talent training objectives, which seriously hinder the development and reform of high-level application-oriented universities.
