Abstract Budget management，for the education sector， the non-profit organization， can only control the total
amount of funds due to the direct constraint of market competition and it could not allocate resources
effectively．After studying the current domestic and foreign scholars’research on the budget of the education
department，this paper discusses the advantages and disadvantages of the financial budget management and puts
forward some ideas in the budget management of colleges and universities．
