Abstract Pointing to the core literacy refers to the key competencies training, under the background of "PE +" development, the core literacy training can be combined with "PE +"model to form models such as "PE +education", "PE +digital", "PE +technology" so as to comprehensively cultivate sports talents for the national and social development of high quality. The teaching transformation of "PE +" under the background of core literacy helps to strengthen the training of sports talents in colleges and universities, improve cultivation quality and efficiency, expand the students' ideological vision and improve the students' independent development and social participation ability, which can promote the development of sports undertakings in China and the construction of a strong sports country.
