Abstract  With the rapid development of digital technology, the education sector is witnessing a wave of digital transformation. Cultivating teachers with good digital literacy has become an urgent task in education reform. TOE (Technology Organization Environment) is used to explore the influencing factors of digital literacy of university teachers, and strategies for improving teachers' digital literacy are proposed for the three core perspectives of technology, organization and environment respectively. This paper provides theoretical support and practical insights for the enhancement of college teachers' digital literacy, and lays the foundation for the construction of a comprehensive promotion system.
