高校预算管理相关问题研究

摘要预算管理对于教育部门这样的非营利组织，由于市场竞争的直接约束，仅控制了资金总量，没有
有效配置资源。本文在研读目前国内外学者关于教育部门预算的研作后，结合目前高校预算管理现状，
探究财务预算管理方面的运作优、缺点，探讨高校在预算管理上的若干问题。

Abstract: Budget management，for the education sector， the non-profit organization， can only control the total
amount of funds due to the direct constraint of market competition and it could not allocate resources
effectively．After studying the current domestic and foreign scholars’research on the budget of the education
department，this paper discusses the advantages and disadvantages of the financial budget management and puts
forward some ideas in the budget management of colleges and universities．
