Abstract Practice of major spirits of the 19th Party Congress has become the guide of promoting college students' ideological and moral construction, the concept of "five cores" leading the action of "Four Hua" was put forward on the basis of the practice in Materials Science and Engineering School of Jilin Institute of Chemical Technology. This research, with the specific innovative activities as carriers, interprets the methodology of "Four Hua": to integrate ideological and moral construction into four years of education and realize whole-process-involvement, to require the teachers' participation of the students' education and realize whole-staff-participation, to raise the service level and achieve professionalization and to use the media convergence in realizing network-assisted education. The practice displays implementation effect of engineering education and the enlightenment and it enriches the relevant achievements of theory and practice, which is of significance to promotion.
