Abstract Based on the data of the universities，junior high schools and illiterates in the national data networks
in 1990，2009 and 2014，this paper uses the system clustering in cluster analysis to evaluate the population’s
cultural level in different regions by R software． According to the differences in the cultural level of the
population around the country，it can be divided into several categories，and give a reasonable proposal.
