摘要公共交通是城市发展的命脉。随着城市化进程加速，吉林省部分城市公交系统难以满足市民出
行需求，选择少、成本高、效率低，影响人们工作生活和城市形象。因此，全面落实公交优先发展战略，完
善交通立法，加强政府监管职责，引导公众参与政策制定，提升公交服务水平，加快推进公交体制改革刻
不容缓。

Abstract: Public transportation is the lifeblood of urban development．With the intensification of urbanization，
some of the bus systems in Jilin province cannot meet the citizens’travel needs in the city．And contradictions
continuously intensified because of less choice，high cost，low efficiency，which influences people’s work，their
life and the city image shaping．Therefore，we should guarantee the full implementation of bus priority，improve
the traffic legislation，strengthen the government’supervision， guide the public participation in policy making
and improve service levels．
