中外合作办学政策演绎及其动因分析

摘要 

合理科学的政策,推动着中外合作办学的发展|而中外合作办学在自身发展过程中,又促进了政策的完善。从我国第一个合作办学开始至今,历经了40多年的发展,合作办学伴随着其相关的政策,共同经历了破冰期、探索期、发展期和完善期四个阶段,这四个阶段各具特点,见证了中外合作办学发展的历史印记与政策变迁的趋势,本文在此基础上明确了社会背景的发展、教育事业的需要和对问题的回应是中外合作办学政策变迁的动因。

Abstract: 

Scientific policy guidance is a key factor in the development of Sino foreign cooperation in running schools. After more than 40 years of development, Chinese-foreign cooperation in running schools has gone through four stages: ice breaking period, exploration period, development period and improvement period. This paper sorts out the deductive process of Sino foreign cooperative education policy, analyzes the characteristics of the four stages, points out the trend of policy changes, and makes it clear that the development of social background, the needs of education and the response to problems are the reasons of policy changes in Sino foreign cooperation in running schools.
